Report: Police confiscating motorists' phones in Cape Town [w/poll]

South African police officer has conversation with stopped motorist

The phrase "law enforcement" - and the very idea of laws themselves - is entirely dependent on that second word, "enforcement." Without it, you don't have laws, you have a modern art installation consisting of reams of paper decorated with lines that are as useless as they are squiggly. But how enforcement is handled is just as important as the concept itself, and when it comes to laws against cell phone usage while driving, Cape Town, South Africa has gone further than any other country we've heard of.

Instead of just issuing a fine, when drivers are caught talking on their phones the authorities have begun confiscating phones for 24 hours - unless a driver is busted on Friday, in which case, the confiscation lasts until the following Monday. Using your actual cell phone handset and not a hands-free kit while driving is against the law in South Africa. It's been that way for a while, but it was found that a 500-rand ($60 U.S.) fine wasn't curbing the distracted driving habit. The next step? Take the phone away and see if that changes motorists' behavior.

In this case, Cape Town police lock the offender's phone inside a case, on the spot, and the case is later placed inside a walk-in vault at one of the traffic departments. Drivers are allowed to remove SIM and memory cards before the phone is handed over, and frankly, phones are so inexpensive in South Africa that we could - sadly - see this leading to some folks buying a new phone instead of retrieving their handset from the police. Nevertheless, SA is determined to see it through in the hopes that drivers will obey the law instead of their own communication compulsions.

Report: House Dems call on Chrysler to deal with Wrangler "Death Wobble" [w/video]

If the adjective "death" was applied to any item, incident or location that had been involved in a single fatality, then we'd all be imbibing death drinks while driving death cars on death roads from our death jobs to our death homes to be with our death spouses, death kids and death pets. Yet when it comes to the wobble that's been reported to the National Highway Traffic Safety Administration by hundreds Jeep Wrangler owners, the report of one "fatality related to the suspected condition" has earned it the moniker "Death Wobble" on the television news.

In response to the newscast in question, Congressional representatives Anna G Eshoo and Henry A. Waxman sent a lengthy list of questions to NHTSA in order to find out more about the issue and requested an investigation. NHTSA declined to investigate, saying that the issue "does not result in a loss of control."

So now, according to a report in The Detroit News, Eshoo and Waxman have gone directly to Chrysler seeking "an outreach campaign to its customers, such as a Customer Satisfaction Campaign, to notify Jeep owners of the risk of the 'wobble' condition ... and the possible methods for repairing and preventing the problem." Chrysler has said that the Wrangler has an excellent safety record and reiterated its position that "most reported incidents - in all manufacturer vehicles equipped with or without a solid axle - are often linked to poorly installed or maintained after-market equipment, such as lifters, oversized tires, etc."

No one denies that a wobbling event has occurred for some Wrangler drivers when they hit something like a pothole at speeds beyond 45 mph, and the situation could probably be addressed by something better than a corporate statement that owner modifications or carelessness have caused it. While Chrysler also states that any vehicle with a solid front axle is prone to such wobbling, Automotive News' Larry Vellequette wrote a well reasoned piece that goes into detail about how the Wrangler has been caught in a bit of a bind: the same steering and front axle setup that make the Wrangler great for off-roading can lead to such wobbling on-road at speed, and the Wrangler's increasing popularity with the average driver unfamiliar with those kinds of compromises has led to everyone getting the short end of the stick.

Classic Recreations 1967 Shelby GT500CR Convertible

There is only one original 1967 Shelby GT500 Convertible. Built as a prototype for Carroll Shelby himself, the machine rocked a potent dual-quad 428 under the hood, and, like all early Ford prototypes, was slated for destruction after a certain period of time. However, the car was stolen and missing long enough to upset the natural order of things. As such, the machine escaped the jaws of the crusher and lived on to find a home in a museum in Volo, Illinois. Not surprisingly, the convertible is worth a heavy stack of cash.

If you'd like to slide into a GT500 Convertible of your very own, you need not fret. Classic Recreations has worked up a version of the mythical Mustang. Available with either a fuel-injected 427 good for 545 horsepower or a supercharged variant with 780 ponies kicking to the rear wheels, the modern interpretation blends the sexy lines of the original with modern powertrain technology.

Power steering, modern suspension components and a Tremec five-speed manual gearbox are all standard hardware, as are the killer 17-inch wheels seen above. Bentley EXP 9 F concept SUV - front three-quarter dynamic view

Bentley has now paraded its EXP 9 F concept in front of crowds at the Geneva Motor Show where it debuted, the Beijing Motor Show, and most recently at last weekend's Goodwood Festival of Speed in the UK. Still claiming that the concept SUV is "part of a systematic and comprehensive process of gauging customer and public reaction to the idea of a Bentley SUV," yet nevertheless getting very specific about what would power such an SUV and how many they would hope to sell, the English automaker is clearly marching this concept down a path towards production.

In the wake of its latest debut to the English country folk, Bentley has released a new set of EXP 9 F images, as well as the first video of it in motion. Scroll down and hit play to see what you'd look like idling through the forest in your own Bentley sport ute.

Why release new images and a video now? It may have something to do with a report by Autocar that claims Bentley pitched the idea of developing the EXP 9 F for production to the brass at parent company Volkswagen last week. Autocar claims the concept attracted enough interest from potential buyers to play a part in the Volkswagen Group's decision, noting that the vehicle's controversial front and rear styling treatments would have to change (echoing sentiments we've heard before). The interior, however, has reportedly been so well received that it likely won't change much at all.

World Touring Car Championship promoter Marcello Lotti does not think there is any need for the series to make radical changes for its 2015 rules package, although hybrid technology is likely to feature. The FIA's environmentally friendly technology in motorsport working group is investigating the possibility of a common hybrid system being adopted in the WTCC's next set of regulations. Lotti does not envisage any proposed system being part of a wider, radical, change.

Mosport International Raceway north of Bowmanville, Ontario Canada hosted eighteen members of the Red Sox Racing League in week eight of their 2012 Season Two schedule.  With a layout almost two miles shorter than the one drivers faced in Spa Francorchamps last week, Mosport was sure to induce much more passing between the lightweight Class A HPD prototypes and the Class B GT Corvettes.  Ten corners crammed into a 2.45 mile circuit meant drivers would have to be on their best behavior to finish the race. Jorge Lorenzo has accepted Alvaro Bautista's apology for causing the first corner crash in the Dutch TT, admitting his initial comments were exaggerated in the heat of the moment. The Yamaha rider was taken out by Bautista when the latter braked too late and lost the front of his Gresini Honda, sliding into the Spaniard in a move Lorenzo deemed "a complete disaster" immediately after the race. Quesnel joins OAK Racing management

Former Citroen WRC team principal Olivier Quesnel has joined JN Holding Group as competition activities director. Quesnel replaced Guy Frequelin as the French manufacturer's WRC boss in 2007, but also oversaw Peugeot's endurance prototype programme for two years until it was shut down at the start of the year. He left his Citroen post in January this year but stayed in the PSA group as Peugeot Sport director.

Classic Teams Championship: Round 8, Road Atlanta The drivers were all pleased to see the 2.54-mile sweeping layout of Road Atlanta back on the schedule and the venue for Round 8 of the Classic Teams Championship. This week there were 64 drivers, just 4 less than at the last round, and 14 official races over the four days. Over the weekend was also an iRacing Q&A event featuring the Lotus ‘79. This has led to an influx of drivers to the series over the weekend. Madom F1 had new recruit Pedro Marques, John Surtees Garages provided a car for Jason Dunfee and JC Racing returned to the track with Thomas Elliot. Pedrosa leads rain-hit final practice

Dani Pedrosa was quickest for Honda in the rain-disrupted final practice session for MotoGP's Dutch TT at Assen. Championship leader Jorge Lorenzo's Yamaha was second fastest, while Pedrosa's team-mate Casey Stoner crashed heavily during a rain shower, but escaped serious injury and was able to rejoin later.
